The market
Livermore is the easternmost city in Alameda County, incorporated April 1, 1876, sitting in the Livermore Valley, bounded on the east and north by the Diablo Range (including the Altamont Hills) and on the west by the ridgelines separating the valley from the I-680 corridor. It is two things at once: a lab town built around Lawrence Livermore National Laboratory and Sandia National Laboratories/California, and the surviving agricultural half of the Livermore Valley AVA, a continuously producing wine district since the 1880s, when Wente, Concannon, and Wetmore established wineries here. This split between incorporated, lab-oriented suburban stock and unincorporated, easement-encumbered vineyard land drives the choice of comparable set for most assignments here.
What is built here
Four distinct layers. (1) A pre-1900 through 1930s core around First Street and Livermore Avenue: Victorians, Craftsman bungalows, and small commercial buildings on narrow downtown lots, the remnant of the 1869 railroad townsite. (2) Large postwar ranch and tract subdivisions from roughly 1950 to 1975, coinciding with the growth of the two laboratories after their 1952 and 1956 openings; Springtown (largely early-to-mid 1960s) and the Sunset-area tracts are typical, single-story, slab or raised foundation, on flat rectangular lots. (3) Suburban production subdivisions from the 1980s through the 2000s covering the north and south edges, including gated master-planned development with golf and vineyard-adjacent lots. (4) Recent downtown mixed-use and multifamily infill. Outside the city limits, in unincorporated Alameda County, the stock shifts entirely: large rural- residential and vineyard parcels, winery improvements, ranch outbuildings, and estate homes on acreage. The city covers about 26 square miles with 87,955 residents at the 2020 census.
What changes a valuation in Livermore
Specific to this submarket. Every regulatory conclusion below still has to be re-verified by parcel and as of the effective date of value.
South Livermore Valley Area Plan agricultural conservation easements
Rural and vineyard parcels in the south valley are governed by Alameda County's South Livermore Valley Area Plan (adopted February 1993), under which development approvals have been conditioned on vineyard planting and on recording permanent agricultural conservation easements. The Tri-Valley Conservancy holds easements over 6,100-plus acres since 1994. Highest and best use on these parcels must begin with the recorded easement, not the zoning map. An easement that permanently forecloses subdivision or non-agricultural use collapses the residual land-value argument, and comps drawn from unencumbered acreage elsewhere in the county are not comparable without a large, supportable adjustment. The title report is the controlling document here, and it must be read before the sales grid is built.
Measure D urban growth boundary. No speculative entitlement value outside it
Alameda County's voter-approved Measure D (2000, the Save Agriculture and Open Space Lands Initiative) sharply restricts development in the unincorporated county outside urban growth boundaries, and Livermore itself has a voter-approved urban growth boundary. For land on the outside, the practical path to entitlement runs through a countywide or citywide ballot measure, not a planning commission. Any valuation that carries a 'future residential potential' premium on outside-the-line acreage has to defend that premium against a voter-approval requirement, and usually cannot. This is a hard line that does not exist in most California submarkets, where a general plan amendment is at least theoretically obtainable administratively.
Federal laboratory payroll as the demand base
Per the City of Livermore's Annual Comprehensive Financial Report principal-employers schedule, Lawrence Livermore National Laboratory accounts for roughly 17 percent of city employment and Sandia National Laboratories/California for roughly 3.6 percent, verify both figures and the reporting year against the current ACFR as of the effective date of value rather than treating them as fixed. Demand is anchored to Department of Energy appropriations and clearance-dependent employment rather than to Bay Area tech hiring cycles, which means Livermore's market conditions can move out of step with Dublin, Pleasanton, or the I-680 corridor. It also shapes the commercial side: the R&D, flex, and lab-support tenancy along Greenville Road and Vasco Road is substantially derivative of the two labs, and a market-rent or vacancy conclusion for that product should be reasoned from the lab program, not from generic East Bay flex comps.
No BART station. Transit premiums cannot be imported from Dublin or Pleasanton
The BART Board rejected extension to Livermore in 2018. Rail service is Altamont Corridor Express, with two Livermore stations, plus I-580. The proposed Valley Link project is environmentally cleared but unbuilt, and its phasing, alignment, and schedule have been revised since it was first proposed. Confirm the project's current status with the Tri- Valley – San Joaquin Valley Regional Rail Authority as of the effective date of value rather than relying on any undated statement, including this one. Paired-sales adjustments for station proximity taken from Dublin/Pleasanton comps are unsupportable here, and any residual or land-value analysis in the Isabel Avenue corridor that assumes station- adjacent density should be tested against what was actually entitled after the extension failed rather than what was planned before it.
Livermore Municipal Airport, the City's Airport Protection Area, and the county ALUC compatibility plan
The city-owned general aviation airport sits about three miles west of downtown on roughly 644 acres, with two runways and heavy training traffic. It logged 197,236 annual operations in 2022, near-entirely general aviation. Two separate instruments govern land around it and they do not share a boundary. The City maintains an Airport Protection Area under its General Plan and Municipal Code in which new residential development is prohibited. Independently, the Alameda County Airport Land Use Commission administers an Airport Land Use Compatibility Plan whose safety zones and noise contours follow their own boundaries and impose their own restrictions. Check both maps parcel by parcel; citing one as though it were the other will send a reader to the wrong document. For land in west Livermore this can convert a residential highest-and-best-use conclusion into a non- residential one outright, and for existing improvements near the approach corridors it raises overflight noise and avigation easement questions that belong in the site description, not a footnote.
Winery and tasting-room properties are special-use, going-concern assignments
The Livermore Valley AVA: originally designated in 1982 and expanded to about 259,000 acres in 2006. Supports more than 50 wineries. Planted acreage was approximately 4,355 acres at the time of the 2006 boundary expansion; that figure is not a current number, so take current planted acreage from the Livermore Valley Winegrowers Association or the Alameda County crop report as of the effective date of value. Winery real estate here is limited-market property: production buildings, crush pads, caves, tasting rooms, and use permits with visitation and event conditions attached. The real property component has to be separated from the business enterprise and from personal property (tanks, barrels, inventory, brand), and the use permit conditions frequently constrain the very revenue stream that supports the income approach.
Greenville Fault, Alquist-Priolo zoning, and Diablo Range fire hazard
The 1980 magnitude 5.8 Livermore earthquake occurred on the Greenville Fault, which runs along the eastern side of the valley; state-zoned active fault traces trigger Alquist- Priolo setback and fault-study requirements on affected parcels, which can render an otherwise buildable site partially unbuildable. Separately, parcels in the surrounding Diablo Range foothills fall within state fire hazard severity zone mapping, which drives disclosure obligations, defensible-space and Chapter 7A construction requirements on new or rebuilt improvements, and, most consequentially for value, insurance availability and cost. Both should be checked parcel-by-parcel against the state maps; they do not follow city limits.
No local rent stabilization ordinance
Unlike Oakland, Berkeley, Alameda, and Hayward, Livermore has no municipal rent control or just-cause ordinance of its own; residential income property is governed by statewide law , the Costa-Hawkins Rental Housing Act and the AB 1482 Tenant Protection Act, and Alameda County's ordinance for unincorporated areas does not reach inside the city limits. Achievable rents on older multifamily here are therefore not capped the way they are twenty miles west, so income-approach conclusions and gross rent multipliers taken from West Alameda County stock understate what Livermore product can support. Confirm the current statute-level rules as of the effective date of value.
Commercial and income property
Livermore's commercial base spans four distinct segments. The two national laboratories anchor a cluster of R&D, laboratory-support, and flex-industrial tenancy along Greenville Road, Vasco Road, and Las Positas Road. GILLIG, a transit bus manufacturer, operates a large production facility in the city. The I-580 corridor carries distribution and logistics product, and the freeway frontage at El Charro Road hosts a major outlet retail center. Downtown along First Street is a walkable retail, restaurant, and civic district that has absorbed substantial mixed-use infill. Outside the city, winery and tasting-room properties in the Livermore Valley AVA constitute a distinct special-use commercial segment requiring going-concern analysis. Las Positas College and the Livermore Valley Joint Unified School District are significant institutional employers. Commercial assignments here divide cleanly between lab-derivative R&D/flex, freeway-oriented logistics and retail, downtown mixed-use, and agricultural/winery special-use, and the appropriate comparable set for each is genuinely different.
Assessment, appeals, and venue
County assessor is the Alameda County Assessor, main office at 1221 Oak Street, Room 145, Oakland, with a Dublin satellite office at 7600 Dublin Blvd, Suite 270, the practical Tri-Valley counter for Livermore property owners. Property tax appeals go to the Alameda County Assessment Appeals Board through the Clerk of the Board of Supervisors at 1221 Oak Street, Oakland; appeals are calendared and heard in Oakland regardless of where the property sits, so a Livermore tax appeal is an Oakland hearing. For litigation, the nearest Superior Court facility is the East County Hall of Justice, 5151 Gleason Drive, Dublin. Civil unlimited matters are generally heard at the René C. Davidson Courthouse, 1225 Fallon Street, Oakland; probate and family assignments have moved among Alameda County courthouses over the years, so confirm the current department assignment with the court before relying on venue for an estate or trust engagement. Land use jurisdiction splits at the city line: the City of Livermore Community Development Department governs inside the city, and the Alameda County Community Development Agency Planning Department (224 West Winton Avenue, Suite 111, Hayward) governs the unincorporated vineyard and ranch land in the south and east valley under the East County Area Plan and the South Livermore Valley Area Plan.
