Why the licence classification matters here

Commercial work in California requires a Certified General licence, the state's highest appraisal classification, carrying no property-type and no value limit. Certified Residential appraisers are not permitted to take commercial assignments above defined limits. Kevin O'Brien holds California Certified General licence #3005065, issued by the California Bureau of Real Estate Appraisers (BREA), and is listed on the ASC National Registry.

He also holds the MAI designation from the Appraisal Institute, held by fewer than 1% of appraisers nationwide, and the SRA residential designation. Where a lender requires an MAI, or where the value will be challenged by an opposing expert, that combination is the difference between a report that stands and one that gets argued away.

Before founding KO Appraisal in 2023, Kevin O'Brien was a Senior Real Estate Appraiser at JP Morgan Chase and an independent fee appraiser at MVT Appraisal. The intended use determines the scope of work, so it is the first question asked. An appraisal built for a lender does not answer a condemnation question, and reusing one for the other invites exactly the challenge you were avoiding.

Common questions

How much does a commercial appraisal cost?
It depends on property type, complexity, intended use, and effective date, a single-tenant building with one lease is a fraction of the work of a multi-tenant centre with twenty. Every assignment is quoted at a fixed fee upfront. Be wary of anyone quoting a fee contingent on the value reached; USPAP prohibits it, and a report produced that way is worth least exactly when you need it most.
How long does it take?
Typically 1–3 weeks. Complexity, data availability in the submarket, and how much the property has changed all move it. Rush work is available where a filing or hearing date requires it.
Do you appraise multifamily and apartment buildings?
Yes. Apartment complexes are core work, valued primarily on the income approach from the rent roll and market vacancy. California rent control and tenant protection rules can cap achievable rent, which affects value directly and has to be analysed rather than assumed.
Can you testify if the matter goes to court?
Yes, deposition, expert witness testimony, and rebuttal analysis of an opposing appraiser's report. In litigation, opposing counsel examines the appraiser's qualifications before the analysis, which is where the Certified General licence and MAI designation carry weight.
Can an out-of-state appraiser appraise my California property?
Not on an out-of-state licence alone. Appraiser licensing is state-specific, so California work requires a California credential or a temporary practice permit for that specific assignment. There is no national appraisal licence.
