The market

Redwood City is the seat of San Mateo County and the county's oldest incorporated city (1867), sitting mid-Peninsula between the Bay and the Santa Cruz Mountains foothills. It is not one thing: it spans a genuinely urban, upzoned downtown; large postwar tract neighborhoods on the flats; hillside estate areas in the west; a 1970s-onward master- planned community built on Bay fill at Redwood Shores; and a working deepwater industrial port. A large share of the city's nominal area is water, and the incorporated boundary is ragged. Several places with Redwood City mailing addresses are unincorporated county, which matters more here than in most Peninsula cities.

What is built here

Downtown and the older near-downtown neighborhoods (Centennial, Mount Carmel, Edgewood Park, Stambaugh-Heller) carry the early stock: 1900s–1930s Craftsman bungalows, cottages, and small Colonial Revivals on modest, often narrow lots, with early-twentieth-century masonry commercial buildings on the downtown core streets, some dating to the first years of the century, and the 1910 Beaux-Arts former county courthouse (now the San Mateo County History Museum) as the landmark. Where a specific building's construction date matters to an effective-age or historic-status conclusion, take it from the assessor record or the city's historic resources inventory rather than from a general description. The flats east and south, Woodside Plaza, Redwood Village, Friendly Acres, Palm Park, are dominated by 1940s–1960s single-story ranch tracts on regular rectangular lots, much of it heavily remodeled or expanded since 2000, so effective age and actual age diverge sharply. The western hills: Farm Hill, Edgewood, and the Emerald Hills / Emerald Lake Hills area, which straddles the city boundary with substantial unincorporated San Mateo County territory alongside incorporated parcels, hold mid-century split-levels, contemporaries, and later custom homes on irregular, sloping, often oversized lots where site development cost is a real line item; jurisdiction there has to be confirmed parcel by parcel, as discussed below. Redwood Shores, northeast of Highway 101, is a distinct submarket: engineered fill over Bay mud, developed from roughly the 1970s through the 2000s as planned townhome, condominium, and lagoon-frontage single-family product with common-area governance. Downtown since the 2010s has added a substantial stock of five-to-seven-story podium and wrap apartment and mixed-use buildings, which is why downtown Redwood City no longer comps like a typical Peninsula suburb.

BCDC jurisdiction, not the Coastal Commission

Redwood City's shoreline is San Francisco Bay, so shoreline development is regulated by the San Francisco Bay Conservation and Development Commission under the McAteer-Petris Act, not by the California Coastal Commission. BCDC's permit jurisdiction covers the Bay itself plus the 100-foot shoreline band inland of the shoreline, along with salt ponds, managed wetlands, and certain waterways, which reaches Redwood Shores, Bair Island, Seaport Boulevard, and the Port area. An appraiser who treats bayfront land here as ordinary entitled land will overstate it: BCDC review adds time, can require public-access dedication as a condition of approval, and increasingly brings sea-level-rise resilience conditions. Confirm jurisdiction from BCDC's mapped band for the specific parcel rather than assuming, and treat highest-and-best-use for affected parcels as entitlement- contingent.

Redwood Shores is levee-dependent fill over Bay mud

Redwood Shores was built on hydraulic fill on former salt-pond and marsh land, is protected by levees, and is organized around an engineered lagoon system with community- association and assessment-district maintenance obligations. Three separate things follow for value: (1) flood. FEMA zone designation and levee-accreditation status drive whether federally backed flood insurance is mandatory and what it costs, a carrying cost that capitalizes directly against value; (2) seismic, liquefaction susceptibility on Bay fill affects foundation and retrofit cost and can affect lender appetite; (3) ownership overhead. HOA dues plus lagoon/levee special assessments must be deducted in income analysis and reconciled in the sales comparison approach, because a Redwood Shores comp and an El Camino-corridor comp do not carry the same monthly obligations. Do not blend Redwood Shores and mainland Redwood City comps without adjustment.

Unincorporated pockets with Redwood City addresses (North Fair Oaks, the Emerald Hills / Emerald Lake Hills area)

North Fair Oaks is unincorporated San Mateo County, governed by the Board of Supervisors and county zoning, and the Emerald Hills / Emerald Lake Hills area is split between city and unincorporated county territory, yet parcels in both carry Redwood City mailing addresses. Zoning, setback and ADU standards, permitting authority, code-enforcement history, and municipal fees and inclusionary requirements differ between the city and the county, and so do the applicable general and community plans (North Fair Oaks has its own county community plan). This is a live source of error: an appraiser who reads the mailing address, or a neighborhood name, as the jurisdiction can apply the wrong zoning, the wrong development potential, and the wrong entitlement path. Always confirm jurisdiction from the parcel's APN and the county parcel viewer, not from the address or the neighborhood label.

Downtown Precise Plan. Value driven by entitlement, not improvements

Redwood City's downtown is governed by a precise plan adopted in 2011 that established form-based standards and a streamlined approval path for dense mixed-use and residential development, which is why downtown built out with mid-rise podium product while comparable Peninsula downtowns did not. The plan also established numeric caps on residential units and commercial square footage, and those caps have been substantially absorbed and periodically amended, so confirm remaining capacity and the current plan text with Redwood City Community Development before assuming a given site can still use the streamlined path or the density the plan nominally allows. Consequence for valuation: where capacity remains, land value under the plan's permitted density frequently exceeds the value of the existing older improvements, so the cost and sales approaches on the improved property can materially understate market value, and a legitimate highest-and- best-use analysis has to test redevelopment; where it does not, that conclusion does not hold. It also means downtown residential rent comparables come from a modern, amenitized, institutionally owned cohort that is not comparable to older walk-up stock a few blocks away.

Port of Redwood City. The only deepwater port in South San Francisco Bay, as the Port describes itself

The Port supports marine terminal activity (aggregates, sand, scrap and bulk cargo) and anchors the Seaport Boulevard industrial district. Two appraisal consequences. First, scarcity: deepwater-served industrial land in the South Bay has almost no substitutes, so the comparable set is thin and regional rather than local, and generic Peninsula industrial comps will not capture the marine-access premium. Second, interest appraised: Port land is public tidelands-trust property leased rather than sold, so what is often being valued is a leasehold or ground-lease position with a finite term and reversion, not a fee simple. Confirm the estate before selecting an approach, and confirm whether adjacent private parcels are subject to trust or use restrictions.

Western hills: slope, geotechnical, and fire-hazard exposure

Farm Hill, Edgewood, and the Emerald Hills area sit on the Santa Cruz Mountains foothills, with sloping and irregular lots where usable building envelope, driveway access, grading, retaining, and drainage costs consume site value that a flat-lot comparison would credit in full. On faulting: the mapped San Andreas trace and its Alquist-Priolo Earthquake Fault Zone lie west of the city's hillside neighborhoods, generally through the watershed and Woodside corridor, so those neighborhoods are not as a rule inside an A-P zone, but zone status is parcel-specific and should be checked through the California Geological Survey's regulatory maps rather than assumed either way. On wildfire: a CAL FIRE Fire Hazard Severity Zone designation of High or Very High triggers California Building Code Chapter 7A construction standards for new work, defensible-space obligations, and natural hazard disclosure. Separately, and not through the hazard map itself, carriers underwrite and price from their own proprietary wildfire models, and insurance availability and cost have become genuine marketability factors in the Peninsula hills; verify the parcel's designation with CAL FIRE and the actual insurance position with the owner or a broker rather than inferring one from the other. Verify each of these from the mapping authority for the specific parcel rather than by neighborhood reputation.

Commercial and income property

Redwood City has a real and varied commercial and industrial base, unusual for a mid- Peninsula city. Redwood Shores hosts a major Oracle campus, Oracle's corporate headquarters relocated out of California in the 2020s, though the Redwood Shores campus remains in use. Along with Electronic Arts' headquarters and other large-floorplate corporate campus product, a use class whose value is driven by single-tenant credit, campus reversion risk, and conversion potential rather than by neighborhood retail dynamics. Because large-campus disposition and consolidation activity drives exactly that reversion-risk point, verify current occupancy and ownership of the campus properties before relying on it. Stanford Medicine operates a Redwood City campus, and Stanford Hospital and San Mateo County are among the largest local employers, adding medical-office and government-tenant demand. Downtown carries office, a cinema-and-restaurant entertainment core, and the newer mixed-use residential podium stock, plus law, title, and government-adjacent tenancy driven by the county seat function. East of Highway 101, Seaport Boulevard and the Port district provide the city's heavy-industrial and marine- terminal inventory, including aggregate and bulk-cargo operations. Practically, the commercial assignment types that come up here are corporate campus and R&D, downtown mixed-use and office, medical office, and port-adjacent industrial, four very different comparable sets that should not be cross-applied.
